We are seeking a talented and driven individual to join our dynamic Technology Operations team. About the Opportunity

The Manager Delivery Governance & Performance is accountable for the operation, quality, and continuous improvement of delivery governance, reporting, and portfolio health disciplines across the delivery portfolio.

The role provides hands‐on leadership across executive and board reporting, risk and issue management, dependency and scope visibility, and delivery health insight. It also owns delivery quality controls, including stage gate readiness, compliance with agreed artefacts, and maintaining strong auditability and traceability across the delivery lifecycle.

The role is a people leader of a small team (typically 2–3 direct reports) and is responsible for developing capability, setting clear expectations, and fostering a high‐performing, service‐oriented team culture.

Operating within the Delivery Planning & Performance function, the role enables transparency, decision‐making, and delivery flow by ensuring governance and reporting practices support delivery outcomes rather than create unnecessary overhead. Enterprise Delivery Transformation: Design and embed a fit‐for‐purpose enterprise delivery model that improves productivity, reduces waste and increases delivery predictability. Drive continuous improvement in Project Management and Agile practices, transitioning the organisation from waterfall approaches to lean, flow‐driven ways of working that prioritise customer value, speed and effective funding for value creation

  • Delivery Governance & Decision Discipline: Lead portfolio delivery governance, including forums, stage gates and approval processes, by establishing clear decision rhythms, owning governance artefacts (calendars, decision records, actions and escalations), and ensuring risk‐based, proportionate governance aligned to delivery complexity and criticality.
  • Reporting, Risk & Portfolio Health: Own executive and board‐level delivery reporting by providing clear, auditable views of portfolio health and delivery confidence, maintaining consistent performance measures using agreed lead and lag indicators, actively managing and escalating risks and dependencies, and shifting reporting from activity‐based status updates to insight‐led reporting that highlights impacts, options and recommended actions.
  • Quality, Compliance & Traceability: Own delivery quality expectations across governance and lifecycle artefacts, including stage gate readiness, by ensuring compliance with agreed frameworks and standards, maintaining clear traceability between approvals, scope, funding, outcomes and benefits, and supporting audit readiness through complete, current and accessible documentation and decision trails.
  • Flow Enablement & Delivery Confidence: Provide clear visibility of cross‐portfolio dependencies, systemic bottlenecks and ageing risks or issues that impact delivery flow, enabling leaders with timely, comparable insights to make confident decisions, intervene effectively, and support early escalation and resolution of emerging delivery concerns
  • Hands‐On Enablement: Work directly with delivery teams to uplift governance discipline, reporting quality and risk management practices by providing practical, low‐overhead guidance, identifying recurring portfolio‐wide issues and patterns, and partnering with leaders to drive corrective action and simplification.
  • People Leadership & Team Development: Lead and develop a small team of 2–3 direct reports by setting clear priorities and quality standards, coaching capability in governance, reporting and delivery performance, fostering a culture of accountability and continuous improvement, and supporting team wellbeing, engagement and professional development.
  • Stakeholder Engagement & Influence Act as a trusted point of contact for delivery governance and performance, building strong working relationships with delivery leaders, finance, risk and adjacent functions, and confidently representing governance and performance perspectives in review, governance and executive forums.
  • Continuous Improvement: Continuously refine governance, reporting and quality practices based on feedback, outcomes and lessons learned, while identifying opportunities to simplify processes, improve transparency, reduce manual effort, and evolve delivery practices in line with modern, lean ways of working.

About you

You bring strong experience in delivery governance, portfolio reporting or delivery performance roles within complex environments, supported by formal training or certification in portfolio, delivery or performance management disciplines (such as PPM, PMI or P3O). You have a solid understanding of delivery lifecycle controls and stage gates, and know what constitutes robust evidence to support sound decision‐making and audit readiness.

You are highly skilled in producing executive‐ready reporting and insights, providing clear views of delivery health, risks, issues, dependencies, scope movement and delivery confidence. You’re comfortable working hands‐on with delivery teams to pragmatically uplift governance and reporting practices, balancing discipline with practicality. Your attention to detail is strong, while your ability to step back and identify systemic patterns, trends and root causes sets you apart.

You have proven experience leading and developing small teams, fostering strong performance, accountability and continuous improvement. You engage confidently with senior stakeholders and are comfortable operating in governance and executive forums to influence outcomes. You are highly proficient in Microsoft Office tools and bring a strong focus on clarity, accuracy and insight.

Exposure to agile and lean delivery concepts—such as outcome‐based reporting, iterative review cadences and flow‐focused delivery practices—is highly regarded, as is experience operating in large, complex or regulated environments. Familiarity with delivery and portfolio management tools such as Jira and Confluence will also be advantageous.
