About the role

The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.

The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.

Your role as the Project Engineer - Signalling is to conduct and participate in the performance of signalling engineering and project activities, as directed at an appropriately authorised and qualified level. Responsibilities may include: project engineering and project management, technology development, design solution development and engineering investigation and analysis.

This role will require travel within Victoria, including overnight stays as required.

As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills.

Position Accountabilities:

  • Derive project scope and requirements to ultimately deliver project activities.
  • Contract and contractor management.
  • Develop specifications and work instructions.
  • Define the engineering requirements, design and implement appropriate engineering solutions accordingly.
  • Define interfaces between disciplines, as necessary, and systems.
  • Integrate systems, components and design solutions.
  • Provide technical and engineering expertise for the investigation and analysis of identified engineering system issues.
  • Participate in the development and maintenance of rail infrastructure maintenance and construction standards, technical maintenance plans, service schedules, inspection and test plans.
  • Participate in type approval submissions of rail related equipment / systems.
  • Review design submissions and identified anomalies in accordance with design principles and relative standards.
  • Review of applications looking to undertake works and obtain access to the network.
  • Review locations where works are proposed and provide advice and support on matters required for completion.
  • Assist in the development and maintenance of internal procedures to ensure reviews of third-party applications are handled expeditiously, to ensure V/Line’s safety and environmental, operational requirements are being adhered to by 3rd Party Project applicants.
  • Attend site visits for project related activities
  • Achieve financial, operational, performance and reliability targets
  • Manage project schedule
  • Mentoring and coaching of V/Line Graduates

About you

Reporting to the Senior Project Manager - Signalling, the Project Engineer - Signalling plays a key role in assisting in ensuring that where works are to be undertaken on the V/Line network they are conducted safely and in accordance with those standards for the works that have been previously approved.

Selection Criteria:

KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES

· Degree in a relevant Engineering discipline appropriate for corporate membership of the Institution of Engineers, Australia. (Essential)

· Construction industry White card or ability to obtain one (Essential)

· Highly competent in the delivery of projects within the rail environment (Essential)

· Drivers Licence (Essential)

· Registered Professional Engineer Victoria (RPEV) in Electrical engineering or similar (desirable)

· Tertiary qualification in Project Management / Quality (desirable)

· Highly proficient in Quality Management and Process Improvement

· Highly proficient in railway technology support or maintenance within an accredited RTO

· Technical expertise in true Root-Cause Analysis (RCA) and the Plan-Do-Check-Act methodology.

· Proficient in Risk Management

· Ability to achieve defined tasks in terms of quality, function, timeframes and cost.

· Strong written and verbal communication skills and ability to effectively manage complex and sometimes highly sensitive communications with multiple stakeholders

· Demonstrated ability to build effective relationships and to work productively with a diverse range of stakeholders to achieve a common business objective.

· Interpersonal skills to influence change, facilitate and enhance performance within a cross functional environment.
