About the Role

The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.

The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.

The Group supports Victoria’s Big Build, partnering with the State to deliver significant programs such and other improvement and capacity enabling projects across the regional network

The role of Engineering Design Coordinator (Projects) will provide expert advice and guidance across a range of engineering and design issues during various project development and delivery of multiple projects. The role is responsible for coordination of all technical support the design, development and engineering standard to the relevant work package. This includes the coordination of:

  • The development of requirements
  • The review of designs for completeness
  • Compliance to requirements
  • Standards and constructability
  • Drawing upon technical specialist advice from subject matter experts to resolve a range of engineering design challenge

As well as performing duties specified in this position description you will also be required to perform duties from time to time as directed by management.

You will bring:

  • Act as a Subject Matter Expert on V/Line Projects to provide technical guidance into the development and lifecycle of new projects, with a particular focus on Design Coordination.
  • Support internal and external stakeholder in the management of the control environment and alignment with our objectives and risk tolerance requirements, including effective and transparent risk control monitoring, increasing reliability and/or decreasing inefficiency.
  • Coordinate the development of scope and requirements definition, design management and provision of all engineering support services in accordance with the Project Agreement and all relevant standards and support any configuration changes, DMS Interface.
  • Support in the lead up to, during and post commissioning of works with all design related items.
  • Inform Design Review process including all associated Engineering interface, derogations, MoC, ECN etc.
  • Responsible for supporting the statutory, regulatory and contractual obligations with regard to engineering standards.
  • Manage V/Lines relationship with Independent Reviewer Representative, driving decisions and conflict resolution to achieve best for project outcomes.
  • Drive the timely resolution of key technical engineering solutions with due consideration of conflicting priorities.
  • Lead and provide support to senior key stakeholders on complex engineering issues arising from and impacting on the project, including the identification and management of project.
  • Coordination the engagement of key internal and external stakeholders to review designs and ensure requirements are integrated into the design solution.
  • Maintain and drive continuous improvement of design management procedures and processes including design budgets, programs, design review reporting and management plans.
  • Coordinate the RFI, design change and the change control process.
  • Develop and manage technical components of the project’s Risk Management Plan and mitigation strategies.
  • Coordinate the review of completions documentation, including regular monitoring and reporting of progress.

About You

As the Engineering Design Coordinator, you will report directly to the Head of Engineering & Design Review. You will also be responsible for coordinating stakeholder reviews of designs during project delivery.

The focus of the role is to support the organisation to achieve the best engineering and technology outcomes and achieve favourable outcomes for the State, V/line and V/Line’s stakeholders; whilst safeguarding both V/Line’s and the State’s rights and obligations under the V/Line Franchise Agreement and the Regional Infrastructure Lease (RIL).

Projects will include objectives for creation, renewal and/or improvement of infrastructure and will encompasses the delivery State Projects and works identified to be delivered by Projects and/or any other V/Line initiatives as required.

Selection Criteria:

KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES

  • Tertiary qualification in Engineering (4 year B.Eng Honours or 5 year Masters)
  • Registered Professional Engineer (State or National) - Desirable
  • Extensive experience in managing Design Review and or projects
  • Demonstrated significant experience in engineering and solutions in complex rail infrastructure projects desirable
  • Demonstrated ability to effectively manage a broad range of matters affecting project planning, design, construction, cost and quality control
  • Extensive experience in project development and delivery particularly in engineering
  • Exceptional communication skills, both written and oral, with a well-developed ability to discuss a broad range of challenging issues, engaging stakeholders across all organisational levels including senior management.
  • Highly astute analytical capabilities with the ability to convey complex and technical issues to a range of audiences.
  • Sound knowledge of V/Line and Victorian Railway operations
  • Experience in Rail, Transport, Infrastructure Management, or technical aligned qualification
  • Experience in project management and/ general field management or Design
  • Demonstrated experience in leading multiple disciplines to support complex projects, people management capabilities and stakeholder management
  • Effective relationship manager, skilled in engaging and coordinating diverse internal and external resources to achieve shared outcomes.
  • Ability to champion strong relationships and aligning all V/Line Stakeholders and other government agencies to deliver a mutually acceptable engineering solution which conforms to V/Lines best assurance practices
  • Exceptional communication skills, both written and verbal, with a well-developed ability to discuss a broad range of challenging issues, engaging stakeholders across all organisational levels including senior management.
  • Ability to anticipate and resolve emerging issues and risks in a strategic and timely manner including providing technical advice on methods proposed by Project delivery agents, highlighting and managing the associated risks and influencing outcomes
